Is it proper to hyphenate percentages if they’re modifiers? Example - a 20 percent increase. I’m trying to determine this by Associated Press standards.

AP style doesn't suggest hyphenating percentages and, in fact, suggests keeping hyphenation to a minimum.
With numerals, the AP Style Book editors suggest:
"Use a hyphen to separate figures in odds, ratios, scores some fractions and some vote tabulations...
"..use a hyphen to connect a word ending in -y to another word: twenty-one, fifty-five, etc."
