I'm an African American, and yes, I pronounce the word in question as "Ont." However, I have never "axed" anyone for anything in my life.
* FYI; Though I'm from the Midwest, that Midwestern flat "A"/spitting monosyllabic words into two syllables makes me cringe (e.g. pants == pi-ance, slacks == sli-akhs etc...)
“I’m just saying”
I'm inclined to believe that the general use of the postpositive "I'm just saying" is meant to excuse having said something impolite or inappropriate. It seems akin to the prepositive use of "I'm not a racist but...," just before the expression of an altogether racist sentiment.
